The International Monetary Fund defines an Offshore Financial Centre as having some or all of the following characteristics:
A relatively large numbers of financial institutions which are engaged primarily in business with non-residents of the jurisdiction;
The Offshore Financial Centre will likely have financial systems with external (to the country) assets and has liabilities which are out of proportion to the domestic financial intermediation and are designed to finance domestic economies;
A financial centre which provides some or all of the following services: very low or zero taxation; low, moderate or light financial regulation; personal or corporate banking secrecy and personal and corporate anonymity.
